Official Title: Conscience Protection Act of 2025 (H.R. 3411)

Introduced by Rep. August Pfluger (R-TX)

Includes the one-to-one tax credit when donating to scholarship-granting organizations or private schools.

This bill could shift financial support away from public education and create disparities in school funding. Raises concerns about long-term effects on educational accessibility and equity.

While the Educational Choice for Children Act (ECCA) caps benefits to children of households with 300% or less of the area median gross income, the Universal School Choice Act takes things a step further. Among other changes, the bill contains no income ceiling, and expands on what can count as a ‘qualified expense’.
